The more 'tactical' you clothing at the range, the worse of a shot you are?

Came upon some guys one day at the range who had pelican cases for their rifles, mags, and other tacticool bits. They were hitting their target, but then again, when the target is only 15ft away, and you are using an optic equipped AR or a laser equipped handgun, missing would be rather difficult. The whole hour I was at the range, all they did, was shoot rapid fire at 15ft.
