Why does shower head leak when I turn on tub faucet?

I replaced the spout with a diverter and put a new shower head on. Still when I run the tub after hitting the diverter the shower has a nice slow flow. Could it be too much water pressure? if so how to I decrease that? But when I run it low on the tub some still comes out of the shower head, Im confused and need help.
