Mysterious spout near arch?

I was at a grizzlies game and saw what looked like some kind of water spout near downtown, it was on friday june 24 and I saw it twice that same day, I wanna know what the heck it is, and don't say it was a fountain because it was as tall as the arch which is 600 foot tall and some change
