In Pokemon HeartGold/SoulSilver if the game takes place 3 years after FR/LG, would that make Red 13 years old?

Red was 10 when he started his adventure in FR/LG, so wouldn't he be 13 (unless he's like Ash Ketchum & permanently stays 10)?
