I keep getting a loud humming noise when flushing, running water or irrigation runs. Why?

When irrigation runs, loud humming noise occurs. When flushing toilets, same noise. Turning on faucets in bathroom & kitchen, same noise. We turned the relief valve on hot water heater and ran until water was clear from the spouts outside. Also drained about a gallon from water heater. Still get same noise.
